I believe you will find that positive change is under way at the federal level. Case in point: the recent Race to the Top-District grant award initiative emphasized individualized learning venues for both students and teachers; creative use of technology to support it; Pre-K to 12 focus on career and college awareness; STEM; recruitment,development and retention of high quality teachers; collaboration with community-based sources dealing with student emotional, psychological and social issues and parent access to data. No requirements regarding teacher evaluation or standardized testing were included.

If there was ever evidence of the intellectual capacity of teachers, this tome is it! This is a compelling articulate perspective that needs to be heard Mr. President. We need to begin forging education policy by allowing more teacher influence not corporate mindsets. That would trully change education in profound ways.

Hal, thank you for sharing your impressions of the new Race to the Top Grantees.

However, at this point, my trust has been broken. I'll need to see it to really believe the direction is going to be different.

In your description, I hear two things that concern me, based on my prior knowledge of the DOE's orientation and use of language:

Because of the what I've seen so far and Duncan's description of forging ahead in the same vein, I expect to see the type of individualized learning that relies on "teacher-proof" educational software and data driven, test-prep instructional materials. Individualized learning via technology sounds like the same direction we've been going. I could be wrong, but would need to see it to be swayed.

When you say--
"recruitment,development and retention of high quality teachers;" although this one of the issues I am most passionate about, I assume here that the DOE uses test data to identify "high quality teachers", and the methods to develop and retain them will be based around this data as well. In other words, I assume the direction would be the same, unless I hear or see something explicitly
different.
