Bill,
I was particularly struck by:
"Shouldn't we hold back some of our tech budgets, spending that cash on high quality PD and/or release time for teachers...."

The quantitative aspects of technology integration are well established, but not well known. Ideally 10 full days of professional development would be provided each year, but the minimum is three. If a half day is provided in my SU I jump up and down and sing hallelujah. We also know effective staffing ratios for technical support.

I make myself unpopular pointing these things out. I guess effective tech integration is just supposed to occur by wishing for it. The problem is this costs money and in America "tax" is a four letter word.
